I've heard the john plunkett one is really good. I don't think its that pricey either. I got a sample of it a while ago from BH and made hubby use it for his dark circles lol

I'm using at the moment Antipodes Manuka honey skin brightening eye cream, it is hydrating and the tub will last you forever however it is a bit expensive for what you get, I bought mine when it was on sale. I haven't seen any brightening effect, to be honest with you, I heard from Dr dray that eye creams are a gimmick and we don't need them. I keep ignoring that haha I guess I like wasting my money.
I recommend trying Indeed Labs Eyesilix, it has worked wonders for me.
Ive been using the origins ginzing one (got it at mecca), it brightens, hydrates and reduces puffiness quite well for me. Is a little bit on the pricier side but has lasted me at least 6 months now and still going strong.

I used the John Plunkett collagen eye cream (from BH as well), it lasted for ages! You really don't need much for the eye area, so while it's expensive it lasts a really long time. I also use the Sukin eye cream, which is nice and keeps my eye area hydrated. I stopped using it for a week out of laziness and there has been a huge difference in how my eye area looks.
The Ordinary caffeine solution is good for dark circles, and I really like the John Plunkett eye cream for hydration and fine lines!
Oh yes, I really like TO's caffeine solution as well. Not very moisturising but does actually noticeably lessen dark circles =)
I use rose hip oil, I find it absorbs easily and hydrates well.
Nivea Q10 is quite good for wrinkles and fine lines.
